Apple has released a free bug fix release for ioS, version 7.1.1. Among other improvements, the changelog lists a fix for a ABluetooth keyboard bug which especially effected VoiceOver users who used the control key while typing. It'll show up as a free up for any device which runs iOS 7.1.

Yes, I had a big bug with bluetooth. After upgrading everything is working the way it should for me.
